On the Hunt, Pokemon Rejuvenation: searching for Nuzleaf in Sheridan

So I'm on a special run where I can only use pokemon with Yokai based designs, like Mawile, Drowzee, etc. And while looking at the location guide for where pokemon are I found that Nuzleaf can be found as early as Sheridan. So I have been running through tall grass both in the main part of town and the arena north of town and have found alot of bugs and nothing else. Was Nuzleaf removed from Sheridan village or is it an event?

 

Current team: Mawile, Shuppet, Drowzee and Munna.

There is an empty house near the bottom left where the event happens, but I think you need the Sheridan badge before you can trigger it.
