Binoculars in Route 1 [E18 SPOILERS?]

In the Nature center in Route 1 you can look through the binoculars. 

When you look with the third from the left, it says: "Through the binoculars, a small city can be seen. There's no activity whatsoever. The streets are entirely empty."

I think it's Agate.

But after E18, the city is not "empty", and there is activity.

Maybe it is not Agate? Or the "dialogue" with the binoculars has to be changed?

Two options:

A. They forgot to update it, which is the most likely option;

B. It's Labradorra, but I'd say this one ain't right because Team Meteor is holed up there, so there should be some small activity I guess.
