At what point of the game do I get a Ground Water type, I especially like Swampert and Quagsire...? I'm at the 5th gym, am I even close?

5th Gym being Shade? If so you need to defeat him and one more Gym Leader before you can catch Shellos/Gastrodon or Palpitoad, which you can evolve into Seismitoad. On the top of my head those are the first Water/Ground mons you can get. You need like 13 Badges before you can get Swampert.

I didnt count the Poison Leader, I'm at Kiki atm.

In that case after you beat her you can get yourself a Water/Ground -type.
