When is the Zoura event available

I believe it is some point between beating Corey and Shelly that you can get Zorua or at least start the sidequest for it.

The pokemon location guide says differently, you can still get it then though.

Zorua is available after city restoration, but i  saw a video which explains how to get Zorua before the restoration in EP 17.
