Grubbin/Joltik event?

Where in Peridot does this occur, and is there a badge restriction? I've watched videos of the old wingull/panpour event that grubbin and joltik supposedly replaced, but when I enter the building it is just empty. I just beat Shade - am I too late in the game for the event?

Yeah, I'm afraid you're too late. The event disappears after beating Corey.
