I'm playing Version 9. So far, you just have to worry about 11 leaders. I don't think the levels are different between difficulties, just some team differences. Even though normal mode advertises itself as being on the same level as Reborn, so is Intense mode, for the most part. The only thing that might make them "harder" is their cheap custom moves, though I consider that artificial difficulty (can still kill you). Usually, most of them fall right around the level cap at the time, with some going over and some (like the first leader) being under (15-18). The last leader (11th) has a team mostly in the high 70's and low 80's. There are also 2 or 3 "unwinnable" battles, that you are allowed to lose, but still progress. Of course, you can win them all in some way.

The estimates I gave in the middle are the closest I have. They are not specific, but they cover the area of level a leader usually has.
ShadowStar
If you want the best chance of winning, have your Pokemon be at the level cap before fighting any Gym Leader. That is as high as you can go without Pokemon disobeying you. On Normal Mode, Gym Leaders are right around the cap, but on Intense Mode, Gym Leaders are often above the cap by a noticeable margin. I don't think they were that much over (maybe 4-5 levels at the most), but I was too distracted by the fights to actually notice. Even then, it was only some of their team over the cap (though it did go from maybe 2 mons over to 4 over by the end). Not relevant to normal mode, though.
