I heard I could get it by doing that "legendary Pokemon" quest but I got all the way to the 7th street part but I don't have access there yet. I need one now however so trying to find a trade for one.

I don't care about EV/IVs and I don't mind the level just would be best if level 1 so it's fresh. Also I do prefer a male Magikarp if possible

I never got into the whole "making a perfect Pokemon" thing.......Does this mean I am going to have to trade something really good as well?

BTW, I heard that you can get Starly on a windy day on top the roof in the Onyx Ward next to the casino. I see Starlies all around the rooftops but can't get to them. Someone said one should be here though that I can get. Do you know anything about this and might have some information for me? O.o

Just like Gengar and magikarp, starly was available but was eliminated because it was too good and reborn is supposed to make you suffer.
