Onyx Trainer's School Third Floor

I've been tracking down all the Field Notes I've missed and the Desert Field Notes are supposed to be on the third floor. However, I can't seem to find a way to the third floor. The item guide says that someone's supposed to knock over a plant, but that never happened. Am I missing something?

You need to talk to someone in the second floor, a guy by a plant. You need to talk to him from a certain direction so that he knocks over the plant.

First go to the Second Floor, then if you see the red-capped boy, interact w/ him but from the right side.
