Cyndaquil in Carotos Mountain?

I saw in the pokemon locator that there is a Cyndaquil to be found in Carotos Mountain (butchered spelling confirmed?) 

 

1. Do you need Magma Drift?

2. How many badges to get to it?

3. Any other TM/HMs needed to get to it?

 

... Or did it get axed in V8?

If I recall correctly the only thing that you need to get it is magma drift and rock climb (it is an egg)
