So I was facing a clefable today in a random matchup and it surprised me with stealth rock. Is it obtainable as a TM or through a move tutor?

How did you miss the move tutors tbh? They're in the new city in broad daylight, both time- and locationwise. Yes they have Rocks too

The ones in peridot?

 

There's a guy that teaches thunder/ice/fire punch, a guy that teaches Synthesis/drain punch/zen headbutt and a guy who teaches Gunk shot/dragon pulse/Seed bomb/Foul play

 

But I can't fine anyone besides those three.

The punches tutor and the one that teaches Synthesis etc have more moves. You have to select the option Next (or whatever the last option is) to see the other moves.
