Locked Door in the Obsidia Academy

So while on my way to kick Fern's butt yet again, I found a locked door that I must know how to open up. Anyone know how to open this door and obtain the secrets inside it?

If you talk to someone in the hall, a small cutscene will activate, and open a hall with a stairway.

(There's a locked door in there, but I don't think we know how to open it yet.)
