Fun fact: He does have dialogue which reads: "Go away, I'm busy." But yeah, Ame originally had plans for that to be a TM shop once the game was near completion though I don't think that's the case anymore given how she's running out of tms. I use it in Hardcore as kind of giving stuff that should be out early (picking up more than one of the same tm does not hurt or harm your game).
