Where do i get the Dubious Disc?

i just evolved porygon into porygon2 but i cant find that disc, where is it?

As of E15, yes. However, Dubious Discs are sold on the tenth floor of the Department Store, meaning that you can get it in E16 (or now if you go back to an older episode) if you have all of the current stickers available.
