Even if your chances of capturing are very high when a pokemon is low and asleep, there's still a chance of not capturing it. The same way you may flip a thousand coins and get heads a thousand times (which has a chance of 1 / 2^1000), there's a chance of the pokemon escaping from the ball all the time and you might just have bad luck.
