[Answered] Breeding Umbreon

I am looking to get an Umbreon with Toxic, Protect, and Wish. I already have a female Eevee with Wish in-game, so I just need to get a Stunky with Protect, level up to learn toxic, and then breed with a female Eevee to get an egg that will hatch with all three moves. I have been trying this and it doesn't seem to work. I have searched extensively on this forum and reviewed the breeding guide several times. I can't tell what I am doing wrong. Is there a way to breed this Umbreon without cheating or switching to an earlier version of the game?

For reference: I am breeding a male Torkoal that knows ONLY Protect, holding an Everstone to pass Bold nature. The female mon is a Skuntank that knows ONLY Acid Spray, yet the resulting Stunky never has Protect why is this?

It is impossible without going back to E12. E13, 14, and 15 use Gen 6 breeding mechanics, and so TM moves shall never be passed down from breeding. Only if you go back to E12 or a lower episode will you be able to breed TM moves.
