Where to find Riolu and can I delete EVs?

Let me explain a little bit.

I've not played Pokémon Reborn in a while because I got stuck on Charlotte, so I've not been doing too well at keeping up with the game's updates. What I DO know is that Riolu has now been put into the game (if the guide of available Pokémon isn't lying to me lol) and that I'm 3 episodes behind, soon to be 4. My first question is where can I find Riolu? It was previously a trade at Kiki's Gym (that's her name if I remember correctly, don't shoot me!) that was replaced by Darumaka. Did it once again become the trade there, or is it in a later episode? If it's a later episode, I would only like to know the name of the town/route that he is on. I don't want any spoilers please.

My second question is can I delete EVs? I mean, I know there's an item or two (I believe they were berries) back in the area of Reborn City with the Grass-type Gym and the arcade, but after a certain point in the story, it's impossible to go back there, and I didn't EV train my team before that point. Because of this, I'm really struggling to defeat Charlotte, and that's ultimately what made me put the game down and has made me hesitant to pick it back up. I'm curious if a new way to delete them at my current location has been implemented, or if it's possible to go back and delete EVs again at the game's current point in the story. Again, I don't want any spoilers, but if it is possible to go back and delete them again past where I'm at then at least tell me that please.

I'm sorry if I'm coming across as demanding or I wrote too much. I'm looking for pretty specific answers (as I may have made obvious by this point) so I felt it was necessary. I appreciate any help in regards to these questions. Thank you!

Rioulu is an event in ametrine city

you can remove evs with berries you can get from department shop - I'm now sure which floor and which sticker you need for it

1.You can get Riolu by doing a little sidequest in amatrine but after you beat Blake(I guess)

2.I don't think there's a EV reseter in Reborn or maybe there is but I just don't know...sorry

as Njab said, Riolu is an event and he attached the link of the vid already(i didnt even know Meditite trade was originally Riolu's) so i am not getting into that, what i am going to tell you is EV reducing berries, they are at the department store 8th floor, which means you have to collect at least 8 stickers(definitely doable since 11+ stickers have already been released), sticker guide as following thread http://www.pokemonreborn.com/forum/index.php?showtopic=9720, also Power stuffs are in 4th floor~Plus there is an EV training guide pinned up~

One last thing - I'm still at Charlotte in Episode 12, is there any way I can go back to the department store at this point? I don't recall being able to go back to Reborn City at this point in the game.

Unlocking/Unblocking gate back to Reborn City requires defeating the latest gym leader in the Circus in current release(Charlotte is actually not far away from since she is 10(?) gyms while current release has added 3 more of total 13 gyms) , so your problem might not be resolved until then~In the meanwhile, you can actually find other useful mons(mienfoo, cottonee, turtwig, timburr, piloswine etc) post-gate, including piecing together the puzzles that give away reward event mons~

Damn, I was really hoping I could EV train... I guess I'll just have to grind Golem for Charlotte and hope setting up proves effective. I'm glad to hear that it's possible to go back now though. Thanks for all the help everyone!
