Will there ever be a giga drain, hyper voice, knock off, elemental punch tutor available in game.

Only Ame knows for sure, but I can't believe we'd never get them.

Of course! I assume most if not all tutors will be in game, it is all simply a matter of time, much like any unreleased pokemon they will be available when they are deemed appropriate balance wise.
