Hitmonlee learns them on level up and you can breed them onto a female Lucario. (Tyrogue is given to you in ROute 1 on the top of the Research Center by a guy who wants a Dunsparce.) The Ideal Moveset for a regular lucario would be Crunch Close Combat Extremespeed and Swords Dance (for coverage purposes) tbh. Having too many stab moves will allow opponents to easily walled it.
