I'm in Route 2, now I need to find Hardy with Rage power in my Powder Veil. But the problem is, where the hell is he?! I've been almost everywhere and I can't find him anywhere.

He is in Fiore Mansion, you need to go all the way south then west.

This is odd wording...
Using the Powder Vial, you will need to scoop up Sleep Powder, which will allow you to push around Crustles. Once they are placed in indents in the ground, you can then jump across them, allowing you to repeat the process until you reach Hardy.

Yeah like ark said. You need to make the rocks a bit tired before you shove them down the holes so you can ride over them to the end of the story.
