According to this sites item guide (which can be found in the 'On the Hunt' sub-forum), it is not. I don't know how accurate this is as of right now though. The toxic orb is technically obtainable, but not if you want to play the game the way it's meant to be played. Personally I don't care for the method used so I won't say more than that.
