when i looked it up on the wiki (its outdated with alot of info so idk) and it says it is a event pokemon what do i do to trigger it unless its just a wild encounter id like to give it a shot on my team and it can help with getting items while i do it

idk if there are any reliable posts for it since most i have found are from 2016 im currently playing on version 13 and would like to know the locations of all the poliwag locations (also on ho to use the flute its self)
