Finally getting around to finishing the current release, just loaded my save file at the very start of chapter 13. I remember seeing the title card for chapter 13 drop then immediately saving and quitting. When loading up my save though, I spent more time than I'd like to admit looking where I'm supposed to go but to no avail. Checking the walkthrough for help, the doors at the Hospital of Hope are locked (the section right before Chapter 13), and I can't access the Scholar District as some guards are blocking the way talking about power issues. Did I something mess up somewhere? Am I missing something? Am I supposed to do something else first? Very flustered and I do not have the time to restart right now, it took me a long long time to get here...
