Is there a way to find a fire stone before Pyrous Mountain to evolve my growlithe?

Thankyou this helped so much idk y i never found this way of progressing.

After the boss fight with the 2 meteor admins, the cutscene with all the police officers doesn't happen and the gym(poison type) is empty and idk if this is a glitch or i need to do something to progress. I've looked at walkthroughs and noone has had the same problem.
