Would advise you to let one of your Pokemon to learn Ice Punch from tutoring, since Garchomp is weak to Ice x4. Would be better if you have other Pokemon that already knows Ice Beam/Blizzard etc.
Personally I don't think Charcoal is a good item on your Blaziken since it only benefits Flare Blitz. -

You can find Expert Belt in Peridot Ward, there's a guy under a tent.
I don't remember where to find black belt though. -

Image below shows my current Milotic.
But I've been reconsidering for a while already on breeding another one with a Mirror Coat move (since there's quite a number of Pokemon that carries Thunderbolt, Grass Knot etc).
Any suggestions on is it worth it or not? This build is pretty okay for the time being in my opinion, haven't seen anything one shotting it yet.
EVs are : 252 HP, 252 Def, 6 Speed
(ignore the Scald, putting it there as placeholder till Ice Beam is out) -

Walk around the area of the sceptilite. snivy will appear when you walk in the grass

Head to Agate City to find a hiker, then head to route 4 and find him (its one of the places with water).
He'll battle you then let his pokemon out, give him a belt (black belt or expert belt will do, but the rewards are different.)
Then feed his pokemon pokesnax in this order : Altaria, then Golem, and a path will open up.
Walk around in the grass and Snivy will appear. -

Just to clarify, you can give the hiker a Black Belt and it would work as well.
If you gave him a Black Belt, you'll get a Fist Plate.
If you gave him an Expert Belt, you'll get a Life Orb.

Popplio is an event pokemon from what I remember. Poipole requires you to catch all 731 non legendary Pokemon.
