I know Scyther is on route four, but I haven't found it yet. Is it only available during a certain part of the day and what's the encounter rate?

I visited Apophyll Beach during a thunderstorm (post restoration) but couldn't find a Corsola. Is it just a really rare encounter or is there another method of catching it?
