Another thread talks about the pancakes being sold by a vendor on Route 3 next to the mystery egg guy but i assume that was in a previous version because they're not being sold there now. Maybe i need to have done something first to unlock them being sold or something? Would love some help here <3

Ok so i'm on version 9 and the location guide states Phantump is behind the waterfall in goldenleaf town at night. I assume i can find him through the gate with the 4 on it? Not sure how to get past the gate though as i can't interact with it. I know this might be simple or i'm just being stupid but i would love some help?
