I want Tynamo (or Eelektrik) but I can't find them. Tynamo was supposed to be on the South Peridot Alley during thunderstorms but there's nothing there, and Eelektrik is supposed to be in the wild, but I can't find him either. Can you guys help me please?

Thanks for your answer. To be honest, I don't think that I will add neither Froslass or Gallade to my team, so, I think that I'm looking for the best "overall" pokemon.

I have only one dawn stone, but I'm not sure if I should use it on my Snorunt (to get Froslass) or on my Kirlia (to get Gallade). What do you guys think ?
