Where do I get the Electivire?

I got to the Backup Xen lab and soft resetted for a shiny Elekid, when I finally got it, I got a link stone some time later, When I tried to evolve it from Electabuzz into Electrivire it wouldn't even evolve, can someone help me?

How do I soft reset in Pokemon rejuvenation? If anyone does say F12 I can't because it only increases my laptops brightness. Please any help would be greatly appreciated
