Which building? I've been in just about all of them

Okay so I'm looking for the Policemen but I seem to be missing one. I got the 2 in the Jasper Ward, and 2 in the Beryl Ward ((I didn't forget the one who didn't make it.)) Is there 3 in the Jasper Ward or 3 in the Beryl Ward? Cause either way, I'm still missing 1 of them. Anyone have anyclue wher the last one is?
