Eh, they can slow it down a little at best but it still wouldn't be that difficult for them to get around anything. I mean, they can just disconnect the device for a few hours and then connect it again at whatever location they're trying to go to - there's no feasible way you can tell whether they actually travelled or not while it's disconnected.

iirc if Nintendo wants to shut down your pokemon games they can - but generally they don't really care about them as long as you aren't trying to monetize them (note that RPGMaker has nothing to do with pokemon inherently, it's just that people often use it for pokemon games).

Her Yveltal uses heat wave, zen headbutt, oblivion wing and dark pulse now iirc - for me though the most annoying change was that there was hail during the fight.

The changes made it a bit harder, but it's still possible with the same strategy, just with more resets and a few items (or insane RNG). I've beaten her again in v6.

You're going to have to define what it means for something to be a 'god', because frankly I have no idea what the word even means.
