Well, tbh digimon on the whole are more intelligent than pokemon, since they're all sapient and essentially their own people. Plus, Renamon fought on her own against digimon that should've outclassed her in terms of both level and 'typing' and did just fine. In the tamers verse, digimon had to be decently strong just to avoid being absorbed by other digimon, and she was powerful enough to attract Ruki's attention.

Now however, for the comparison to hold some ground (I still believe the basic logic is flawed, but regardless), you need to do the same for Lucario: is it movie Lucario? Anime Lucario? Smash Lucario? Game Lucario?
