    After replaying Paper Mario, I figured out the easiest way Bowser could have been unstoppable. Keep one of the star spirits in his castle and Mario would have never been able to get up there.

      You could say that for many Nintendo bosses. Ganon, King Dedede, Bowser, they always have a way to prevent the hero from progressing, but never do.
