I don't think you can - the pep talker at the beginning is scripted to say you don't have a ghost type, so I assume you can't until at least the Obsidia ward.

I just spent about fifteen minutes running through town to find Teddiursa, and when I finally battled it, I accidentally ran away when trying to open the bag. I've searched around the FAQ and forums for this, but I haven't found anything. So, is there a way to get this Teddiursa to reappear?
