You get it randomly through mining. I suggest you save before mining so as to go back and retry...

Well, firstly, it must be nightime. You must also meet with the other gangsters in a cabin that was previously locked. I think tis pretty much wraps up everything.

It isn't that complicated, really. The list is of the Pokemon obtainable up to ep. 9. It just "advertises" that all Pokemon are planned to be in-game in future episodes.

I think you should raise its HP's EVs more, supposing it's a tank.
Also, if you want Rain Dance Ampharos so bad, you could chain breed it. Catch a M Wooper/Quagsire with Rain Dance (lvl 37) and then breed it with your
Mareep. It should give you Rain Dance.
