The karma files quest got me going to hangout with tesla and amber but the door is locked

I got it you have to start the first part of the .karma files and the map changes.

Is it supposed to be one of these areas? There's no one.

I have been trying to find this trade for aevian magikarp and I can't find it for the life of me. Does anyone have the exact location and time for this person?
