I started this quest and I was able to find the worker in the xen battle ship and the one in goldenwood town but I can't find the one in terajuma? Where is the last worker?

I've been looking for the black market all over Grand dream city now and still havent been able to find it.. Have i not progressed the story far enough (im in the scholars district now) or where can i find it?
