So Im trying to get a Seadra with Dragon Dance has early has possible and it says I need dive to get to Aquamarine Ruins but how many badges do I need to use dive?

Hey so I wanted to pick Totodile for my playthrough but unfortunately he is not good early game so I want to get the one from the Hotel but is possible to get the one in the hotel with Dragon dance? If not can I get some breading tips so I can get a Totodile with Dragon dance?
