so i maxed woobat's friendship by giving it berries/pokesnax but it still doesnt evolve

ok things got better but still woobat is pretty useless it is at lvl 31 calm mind assurance gust and aircutter it still dies two hits i got a phanpy and evolved it into donphan which helps but not enough
