I am only getting Gastly egg in Jasper police station even after soft reset. What should i do?

You cannot reset for another encounter from the mystery egg. What Pokemon you get is determined shortly after starting your savefile. Same goes for every other egg/static encounter which is one of a few possible different Pokemon. But you got pretty lucky, Gastly is definitly one of the best ones you could get there.
