At the summit of mt Pyrous and I cannot use any of the three rods. Is there a new trigger that allows you to catch charmander?

I have V 13 with the patch and i saw Emolga flying around when I had Nim with me but i didn't think to catch it then and now it won't appear no matter what time of day it is. Does anyone know how to get it back? If not, is there another way to get one for the Route 2 quest?
