Makeovers? Where the Vulpix is?

I'm about to get my second badge. But I really want that Vulpix and Skitty on my team...is there anywhere I can buy a hyper potion? Or a way for one of my pokemon to like me enough to let that woman let me keep the Vulpix? I'm not playing until tomorrow so I kinda need an answer today if possible if there is any way I can get those two on my team before the second badge battle.
