It says Psychic is a "chess attack" so it gains x1.5 damage. It also says chess attacks have + rock. I'm not sure what that means. So Psychic(move) first runs down the Psychic(type) list looking for weaknesses or resistances, then runs down the Rock(type) list looking for weaknesses or resistances, then displays the appropriate message, in this case the move being super effective.
