TM Sludge Bomb

Does anyone know where the TM for sludge bomb is? The guide says it is in the north-east. I have combed through the area and the only thing I find is the mirage tower. I imported my savefile from a finished E18.

Sludge Bomb is found in the same location where Mirage Tower is, but before you find the 3 Oasis's to have it appear. You may be able to get it if you interact with a few Oasis's, but I'm not 100% sure.

Exactly, you need to get rid of the Tower and iirc you can do so by touching the light shard on any oasis. Every time you touch three of them, the Tower will be back.
