Question about a mon e19 post game spoilers

I have been hunting  rayquaza for a while now with no luck.Is there a good place to go back and forth?I was using the route 1-vanhanen labyrinth,but no luck so far.Also just to make sure i was not wasting my time,I dont have to check the map if rayquaza is in the area because if it the area will have windy weather,correct?

Correct. I used the ladder between routes 2 and 3 and it worked well enough.
