Espurr Misty Terrain??

When I caught Espurr it was a male, and I thought it was supposed to have misty terrain if that was the case? Does it learn it at a certain level? I can’t find anything related on any of the threads

Level 50 is when male Meowstic should get Misty Terrain. Espurr cannot learn Misty Terrain.
