can you do the hidden libary 2 quest in version 12 or rejuvenation

I want to do the hidden libaray 2 quest but it says I can't why is that

You had to have done the Hidden Library Quest in East Gearen before it was cleaned up and reformed. If you didn't do that quest, and East Gearen turned into Neo East Gearen, there is no possible way to go back and do those quests, meaning the Hidden Library Quests are completely locked if you didn't do the first one near the beginning of the game.
