there a key when you a first introduced to the switching wiht either aelita and/or ren and the key is use near a building with mutiple locks also you should beat the game before doing the gible quest.

do i need to start the quest in a helpcenter or just collect the key?

One of the many shiny spots hides a key to next apartment. You need to try every one till you find it, there is a key per room.

then i think mine is bugged, when i got to apartment 2E theres no spark so i couldnt find the key

Some rooms are connected, sparks are seen through one doors and room is accessible through another ones.
