If you want to bring them upstairs, they'll follow if you take the elevator in the op left corner, also you can make them wait in specific places by talking to them.

That's a ladder and they can't climb ladders. Obviously just find a way to solve the puzzle that doesn't involve going up those but that's how it's meant to be.
