Way to change weather?

So is there still a way to change the weather? I've seen the tutorials on youtube on how to change weather but none of them worked for me. If there isn't, can someone trade a male corsola to me? 

 

Also I'm new to the forums so if I did something wrong with my post location or something please let me know. Thanks!
