how do I activate the Z ring quest?

I finished both of e17's gyms,but the arclight didn't show up yet,do I need to buy all of the pokemons on the black market,if so,whats the easiest way to get shards?

Yup, since the Z-ring quest involves the pokemon you buy from the 7th street.

 

As for the shards, you get plenty from both mining and spamming the itemfinder (just register it and use it often, EVERYWHERE), You'll have tons of shards in no time.
